The deadline for all EU countries to transpose Directive 2014/55/EU on electronic invoicing in public procurement into local law has been extended from 27th November 2018 to 18th April 2019.

While the EU deadline has been extended, the German Federal Government is moving ahead with digitization in federal administration and public procurement. Implementation deadlines in Germany:

  1. 27th November 2018: eInvoicing mandatory for federal ministries and constitutional bodies.
  2. 27th November 2019: eInvoicing mandatory for all other contracting authorities including public hospitals.

In preparation for the deadlines, in October, the Core Invoice Usage Specification (CIUS) for suppliers to public authorities in Germany, also known as xRechnung was published. It defines the concrete national implementation for how to use the EN standard in Germany. In addition, ZugFeRD, the hybrid invoice format which uses a PDF/A-3 envelope, is being upgraded to version 2.0 so it is fully compliant with the EN16931 standard for eInvoicing.
